About the Position:
Hawthorne is the Government Owned Contractor Operated facility. The depot occupies 147,236 acres. The facility has more than 2,915 structures including igloos, supply warehouses, maintenance buildings, munitions sheds, and office buildings. HWAD has 7,673,000 square feet of storage and is the nation's premier demilitarization facility for conventional ammunition. The high desert, isolated location provides ideal training facilities for joint Special Operations forces preparing for deployments to Southwest Asia. This position provides support to the contracting officer to assist with contract administration functions for the installation.
THIS IS A TERM POSITION NOT TO EXCEED ONE YEAR AND ONE DAY, AND MAY BE EXTENDED ANNUALLY UP TO A MAXIMUM OF FOUR YEARS.

As the Contract Administrator you will be responsible for performing a full range of contract administration functions to the point of signature. Responsible for full contract monitoring, for both contractor performance and Government responsibilities; schedule and report analysis; problem recognition; and research and resolution recommendation. Determine milestones to administer assigned contracts. Monitor contractor's performance for compliance with terms and conditions of contracts, and monitor issued delivery orders as part of the basic contract. Determine to what extent which subcontracting plans comply with regulatory guidelines, monitor subcontracting for compliance with plans and issue consents to subcontract. Request and evaluate proposals as required. Serve as point of contact for assigned contracts, and resolve and disposition contract audit recommendations. Review and analyze requirements, costs, pertinent data, and technical features. Perform data analysis, development of controls and paperwork consolidation. Determine feasibility of projects and costs from a review and analysis of work, objectives, requirements, current procedures, time frame and coordination requirements to determine the most feasible and appropriate manner of accomplishment. You will also be responsible to perform a wide range of administrative functions and analysis. Apply analytical tools to verify, interpret and evaluate all pertinent data, forming conclusions and presenting data and conclusions in a readily usable form for management purposes.

Experience required:

Specialized
Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience performing pre-award and post-award functions using fixed price contracts for procurement of a limited range of products or services within assigned area.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education Substitution :For this job, you may substitute the experience required above if you possess one of the following:
A Ph.D. degree or equivalent Doctoral degree or 3 full years of progressively higher education leading to a degree directly related to this position (NOTE: You must attach a copy of your transcripts for verification).
Experience as described above, but less than one year; and more than 2 years but less than 3 years of progressively higher education directly related to this position. The percentage of the requirements must total at least 100% (Note: You must attach a copy of your transcripts).
Basic Education Requirement: You MUST meet one of the following to meet the basic education requirement:
Possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree.) (YOU MUST PROVIDE TRANSCRIPTS WITH YOUR APPLICATION PACKAGE.)
Be a current civilian, Department of Defense (DoD) employee occupying a GS-1102 Contracting position with authority to award to administer contracts above the simplified acquisition threshold (SAT) in DoD, AND have been in this type of contracting position since September 30, 2000.
Be a current DoD employee not in a GS-1102 position, but who occupied a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold (SAT) in any Federal agency prior to September 30, 2000.OR
Be a current DoD employee who occupied a position as a member of the armed forces with an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
